"The mother of parliaments" is a phrase coined by the British politician and reformer John Bright in a speech at Birmingham on 18 January 1865.
It was a reference to England. His actual words were: "England is the mother of parliaments". This was reported in The Times on the following day.
The expression is often applied to the Parliament of the United Kingdom because of the adoption of the Westminster model of parliamentary democracy by many countries of the former British Empire.
Parliament is divided about Brexit. This has led to frustration by the EU and also the British public. By the 20th March 11 members of parliament had left the two main parties to form an Independent group. Planning for a no deal Brexit on March 29th includes a military style operation involving turning motorways into car parks and giving government shipping contracts to a company with no boats. Such behaviour would be laughable, were it not for the impact of such behaviour by Chris Grayling, Secretary of State for transport, and recorded.
